KP Rescue 1122 Plan 2025

The decade following the establishment of 1122, has seen it achieve great feats, providing services in 76% of KP Districts and aiming to complete the remaining by June 2021. 1122 now aims to expand necessary services to all Tehsils by 2025
The Rescue 1122 Khyber Pakhtunkhwa Service was launched in March 2010, in Peshawar, as a pilot project when law and order situation in the province was in detrimental conditions. The structure was later institutionalized by enacting the Khyber Pakhtunkhwa Emergency Rescue Services Act 2012 by the Provincial Assembly. The Service has been kept under the Relief, Rehabilitation and Settlement (RRS) Department. It has been extended to 26 districts out of 35 including Peshawar, Mardan, Swat, Abbottabad, Dera Ismail Khan, Nowshera, Charsadda, Kohat, Haripur, Karak, Malakand, Shangla, Lower Kohistan, Lakki Marwat, Mohmand, Khyber, Bannu, Bajaur, Upper Kohistan, Swabi, Lower Dir, Upper Dir, Mansehra, Hangu, Buner and Chitral. In addition to this, setups in Orakzai, Kurram Agency, South Waziristan and North Waziristan districts are in the pipeline.
Rescue-1122 Khyber Pakhtunkhwa is in an expansion phase into the remaining districts of the province and eventual expansion into all 128 Tehsils of Khyber Pakhtunkhwa. Owing to this ongoing and planned expansion of services, the scope and domain of emergency services has also increased. To deal with such emergencies arising in the province, 112 will need new and innovative tools, machineries, and equipment.The emergency rescue equipment and specialized rescue vehicles facilitate rescue operations and without necessary equipment, the optimum performance cannot be achieved.
Since its inception and formal institutionalization under the RRS department, Rescue 1122 has been instrumental in providing services to the public of Khyber Pakhtunkhwa. Rescue 1122 has expanded its network to cover 26 out of 35 districts of KP which is ~75% of the total province. The ambitious plan also includes expansion into 9 remaining districts by June 2021, achieving coverage across Khyber Pakhtunkhwa in less than a decade since its formal institutionalization.
Rescue 1122 Khyber Pakhtunkhwa now plans to further expand its coverage to all tehsils of Khyber Pakhtunkhwa. The aim is to reach this goal by 2025, setting new standards of speed of setup and service delivery in Pakistan.
 
Current Coverage
Rescue 1122 currently covers 65 out of 128 Tehsils with the aim to expand coverage to all Tehsils by 2025.

As visible from the figure above significant Tehsils of Khyber Pakhtunkhwa lack coverage. Therefore, Rescue 1122 aims to expand and provide these essential emergency services across all Tehsils of Khyber Pakhtunkhwa. 

Rescue 1122 aims to provide 12 services to the people of KP across the province. This target can be achieved through financial investment & Capacity expansion of Human Resource with the help of departmental strengthening projects.
Rescue 1122 aims to not only expand the quantum of the current services to all the Tehsils of Khyber Pakhtunkhwa, but to also provide five new services
Emergency medical services (EMS), also known as ambulance services or paramedic services, are emergency services that provide urgent pre-hospital treatment and stabilisation, including road traffic emergencies. Rescue 1122 has set a 07-minutes or less response time benchmark to respond to each emergency. To ensure the 07-minutes Benchmark, it is necessary to have at least one rescue station in each Tehsil equipped with 2 ambulances or more as needed & necessary equipment. 
Fire emergency service primarily provides fire fighting and technical assistance. Rescue 1122 has set a 07-minutes or less response time benchmark to respond to each emergency.To ensure the 07-minutes Benchmark it is necessary to have at least one rescue station in each Tehsil equipped with 01 fire vehicle & necessary equipment. With the provision to increase vehicles based on population density of the Tehsil.
This is a service to shift Covid-19 patients, dead bodies effected by pandemic, & shifting of serious patients to hospitals. Rescue 1122 has set a 07-minutes or less response time benchmark to respond to each emergency. To ensure the 07-minutes Benchmark it is necessary to expand to the 63 Tehsils equipped with 01 Ambulance & necessary equipment. With the provision to increase vehicles based on population density of the District.
Structural collapse incidents can comprise of unstable or collapsed structures, caused by natural disaster or any other reason. These collapses can leave voids in the structure with people stuck inside them. The aim of service is to rescue such people stuck in these voids. Rescue 1122 has set a 07-minutes or less response time benchmark to respond to each emergency. To ensure the 07-minutes Benchmark it is necessary to expand to the 15 remaining urbanized Tehsils equipped with 01 Rescue Vehicle & necessary equipment. With the provision to increase vehicles based on population density of the Tehsil.
To provide support to those endangered by flooding or natural hazards or to assist in water-based rescue incidents or other emergency response and perform tactical rescue. Currently Rescue 1122 covers 9/35 Districts (Peshawar, Nowshera, Charsadda, Mardan, Chitral, DI Khan, Swat, Swabi, & Haripur). Rescue 1122 has set a 07-minutes or less response time benchmark to respond to each emergency. To ensure the 07-minutes Benchmark it is necessary to expand to the 7 (Malakand, Lower Kohistan, Kohat, Karak, Bannu, Khyber, Bajur) remaining flood prone districts equipped with 01 Water Rescue Vehicle & necessary equipment. With the provision to increase vehicles based on population density of the District.
Wildfires are outdoor fires that occur in the wilderness or other vast spaces. Rescue 1122 has set a 07-minutes or less response time benchmark to respond to each emergency. To ensure the 07-minutes Benchmark Rescue 1122 is providing the service in Peshawar but it is necessary to expand to the 12 (Abbottabad, Mansehra, Haripur, Mardan, Swabi, Upper & lower Dir, Shangla, Swat, Chitral, Kohat & Nowshera) remaining districts prone to such emergencies, equipped with 02 All-Terrain Vehicle per district. With the provision to increase vehicles based on load.
Service is necessary for hilly areas especially where land sliding is normal phenomenon. To help clear ways during and disaster or Emergency. For hilly areas heavy duty cranes, Excavators and Forklifts are already operational in 7 districts (Chitral, Lower Dir, Swat, Mansehra, Abbottabad &Kohistan). For the remaining densely populated /Hilly tehsils will be equipped with the planned machinery (Kohat, Swabi, Mansehra, Khyber, Bajaur, Karak).Every divisions of Khyber Pakhtunkhwa must have one crane and Excavator
Mines Collapse is also a danger that is quite possible in Khyber Pakhtunkhwa. Due to considerable natural reserves, mining is expanding in Khyber Pakhtunkhwa settled and Merged districts. The sector is also prone to accidents as visible from historic data, where, in the last 10 years 218 cases have been reported with 218 deaths & 37 critical injuries in settled districts, while in Merged areas there have been 244 accidents with 261 deaths and 47 critical injuries. The collective shock has spread to approximately 1,000 households and has indirectly affected more than 3,000 people. To minimize such causalities & ensure timely response, necessary equipment and vehicles are needed, with minimum one Specialized Rescue Station per division.
Hazardous materials (HAZMAT) may be released by accident or by a deliberate criminal act. Exposure to some hazardous materials could cause serious injury or be fatal. Chemical emergencies are low frequency but high-risk incidents. Such emergencies can take place in large Industrial units that can take a toll on human life and Industrial property. Even without proper equipment, as a necessity, Rescue 1122 had to respond to 175 emergencies. With industrialization underway it is necessary that such emergencies be dealt effectively to minimize damages. Over 700 people have been injured and 17 lost their life in such incidents. For effective and timely response right equipment and training is necessary.
To provide disinfection service across Khyber Pakhtunkhwa, and effectively combat infectious and other diseases. The service has become even more important following COVID-19 pandemic and can play vital role in limiting the spread of virus. All Urban districts must have Fogging Service, with provision to increase vehicles on need bases
Traffic accidents specially those on highways and motorways can be fatal to the lives of those involved. These types of accidents are high in frequency with over 1200 accidents in the past two years which have taken the life of over 170 people and critically injured more than a thousand people. These accidents have impacted more than 4000 households and highlight the need for an extremely prompt response by rescue services. A satellite station equipped with ambulance, mini operation theatre, with doctors and a 10 Minutes/ less response time can ensure safety of precious lives. To ensure effective response 01 ambulance per Satellite Station is required to meet the minimum required standards, and more can be deployed on need bases.
Mountain rescue operations and search and rescue operations are carried out in difficult terrains. Mountain rescue services are to be provided to climbers stuck on mountains or in cases of emergencies. In the last two years alone, over 500 cases of mountain accidents have been reported with over 1100 injuries and 65 people killed.   The difficult and remote nature of the terrain in which mountain rescue often occurs has resulted in the development of several specific pieces of equipment and techniques for this service.
