Performance evaluation reports carry primary significance in the matter of promotion of civil servants. The PERs, therefore, need to be an objective and reliable assessment of performance and potential of a civil servant. Existing PER proformas were critically reviewed in Khyber Pakhtunkhwa Elementary and Secondary Education Department and has observed that a uniform proforma is being used to evaluate performance of all kinds of employees. The PER proformas used for police constables, revenue patwaries, sanitary inspectors, laboratory attendants and others, it has been found, is not appropriate for teachers. Specific and meaningful performance evaluation of teachers needs PER proformas designed exclusively for them.
A new Performance Evaluation Report proforma was developed exclusively for teachers. The purpose was to make Performance Evaluation Report a reliable tool of performance measurement. The proforma attempts to minimize subjective assessment and gives due weightage to information regarding attendance and performance of teachers maintained in databases. The proforma has been approved by the Chief Secretary to be used for all teachers with effect from 1st of January 2019.
